Kids, or anyone else for that matter, drowning in supervised public pools is almost unheard of statistically. It's akin to being struck by lightning. You are much more likely to die on the drive to the pool than while in it. So greater safety can be gained though countless other measures. One popular in my area is to teach people how to swim through free lessons. That's reduced the number of river drownings significantly in recent years.
