Another view is that law enforcement worries less about the thieves, and more about perpetrators of violent crimes, or crimes that cost society more than what these thieves perpetrate.

Law enforcement constantly uses that excuse "we can't be bothered with that, we need to focus on the big stuff".

Except the big stuff never happens because they typically have big lawyers and bigger payoffs to politicians.
