That's such a Microsoft move. Corporate users under managed machines will never see that popup so it won't be an issue, so it's mainly heckling the users that probably installed Windows themselves or have a direct access to the someone who can perform the update.
On OS updates I'm willing to give them a pass, but that kind of split and "foot in the door" pushiness is so typical.
