What does it even mean to "light a fire under the butt" of a middle class home owner who is scared to rent because they'd be unable to evict a destructive junkie? What kind of fire do you have in mind, that would scare them even worse than that possible outcome?

Whatever it is, it will probably make you or any politician who advances it very unpopular.
