I can understand that this could be a means of trying to bargain with Russia, but I do wonder how they'll repurpose the people involved.

Is the secretary acknowledging the US does offensive operations against Russian targets? Why would he even do that?!


That also seemed strange to me


I know they aren't the most competent, but I expected to have someone competent advising them.


Advisors don't work so well if you ignore them and surround yourself with yes-people


Those made redundant may end up in cybercrime. That's what happened to a lot of Soviet IT folks when the Soviet Union collapsed.

The effect of this may be to create a feral, semi-private cyber force, not unlike what China or especially Russia has.


So, exactly what the backers want.
