There is a dedicated screen explaining this when you set up an iCloud account in this region. They adapt to the local rules of each region, much like they’re doing here in the UK.

It's not operated by an Apple subsidiary. It's operated by a government owned company. I'm not aware of any local laws that require this particular arrangement.
