That whole service worker thing is designed for maximum possible misunderstanding.

So many devs are traumatized by bad Javascript that they bristle at the idea that the HTML 5 team won't add some tag which could be implemented in 3 lines of Javascript.

It is very hard to find stuff online about the old Netscape Netcaster and the "Channel" functionality from IE 4 or so but they were addressing very much the issues of cache control, prefetching, etc. that PWA has been working on for years but has been communicating these strange messages that if you want to use that you also need to spam users with notifications and add some icon to their phone's icon list that will clutter up your phone and make it harder to find the apps you really use. (Actually that was a preoccupation of Netcaster back when many people had only 640x480 and burned up a lot of that 480 with toolbars from the likes of Yahoo, Lycos and CNET.)
