I am a professional astronomer at the University of Washington, and I don’t see that phrase as holding very much meaning. In particular, “flow” is a messy word to use. A generous reading of the OP might be that it is a restatement of special relativity, but then it is indeed disconnected to this measurement. An uncharitable reading would be that it is spiritual goop. Anyway, I prefer to let someone answer in their own terms.

Then I think a much better response to that poster would have been something "I assume you are talking about X but I don't see the connection"
