Is it possible to install Steam w/o enabling 32-bit architectures yet?

Yes and no, by installing Steam as flatpak. The Steam Linux (and Windows) clients still require 32-bit, but with flatpak the rest of the system doesn't have them.

Edit: freedomben commented that Steam works but complains on Fedora w/o 32-bit libraries. So it might work until a game actually needs them.

And macOS has a 64-bit-only Steam client, altough they don't support any 32-bit games anyway.

I've done it on Fedora, though it complains on every startup that it can't find the 32-bit libs, so it's probably not sanctioned.
