For whatever reason, disasters are normally covered like this. Death tolls gradually get revised up, survivors gradually get out of hope.

I'd like to believe it's just a natural dynamic of how humans learn information about something sudden and bad, but maybe it's to some extent, deliberate to squeeze as much out of the story as possible.
