And by the nature of what it is, it's going to lend itself more to people who are unhappy with their landlords than those who are happy. And I wouldn't be surprised if this projects ends up getting legal letters very quickly if it takes off.

A natural way to cause positive reviews to appear is for landlords to point out the site to tenants. Sadly, this can very easily morph into basically requiring tenants to leave positive reviews (i.e. disadvantaging them until a positive review appears).
