It doesn't take much tinfoil to imagine hardware vendors appreciating bloated OSes: these drive the user up market by necessity. If everything stayed trim and fast, they'd have no reason to upgrade every year. In exchange for this favor, plus a little more grease, the OEMs were more willing to collect the MS Tax on every PC and lock out all others.
