Changes that come about as a result of collective discussion and decision are of a different character than changes that are the predictable result of preexisting feedback loops. For example, once upon a time a single breadwinner on minimum wage could support a family. For some time after that was no longer true, two breadwinners on minimum wage could support a family. That's no longer the case now, but we never had big debate to decide that. It wasn't "disinformation" that caused our soaring inequality; indeed it could be argued that we would have noticed it happening had there been more information allowed to reach the public consciousness.
