Only in FOSS databases, Oracle, SQL Server, DB 2, Informix have all the tooling as any common programming language.

Not my experience at all. Maybe the tooling notionally exists, but it's certainly not in use.

When people don't bother to master their tools they only have themselves to blame.
Even back on the DDJ days there were articles about them.

Maybe. Or maybe the tool has the capabilities in some notional box-ticky sense but not in a way that's actually effective in practice.
