It's not necessarily for a street view style product, they could just be gathering ground truth data for more accurate maps. (I've always been surprised that Tesla didn't leverage their fleet of cars covered in cameras to build a maps product.)

I'd imagine some mix of legal liability, pr issues, and the fact that Teslas only traverse a minority of the planet would mean it would just be another map & not disruptive to google or apple maps.
