Touchy I think-- strictly strategically speaking you don't want to restrict Russian citizen access to non-Russian sources of information and social media.
Yes. Also a lot of the intelligence is going to be coming over the same wires from civilians using social media and agents. Keeping the internet up is a priority.
Knocking an AS out here and there on the other hand for strategic reasons is a winner.
