This 'recycling program' only takes Pi 3 or newer boards and refurbishes them for resale. This isn't really recycling, and I feel a more important approach would be to think twice before buying the latest toy and just creating more e-waste.
You mentioned “recycling” and “reducing”, but the third and often-overlooked part of the process is “re-using”. It takes much less energy to repurpose these devices than to melt them down and make new ones. “Reduce, re-use, recycle” - all three are important.
