You may be able to write code, but can you understand code that was already written by someone who knows all of the idiosyncrasies of a language you're not familiar with?

Yes, if I have time to dig into it and access to documentation. Stackoverflow really helps too. :-)

Of course a quick glance at a program in an unfamiliar non-procedural language defeats me.
