This seems easy to solve; at least on MacOS: "System Preferences" -> "Show scroll bars" -> "Always".

Update: Ah, I now realise that the goal is to make sure that an app always displays scroll bars. I hope that's impossible; personally I don't mind either scrollbar setting but I do want consistency and I do want apps that respect my OS settings.
