They probably are but a) lack the data they need and b) realize that breaking the law is not a 'and you get to keep your government job' career move.

Surely if they don't have the data then their set up is, by definition, not sophisticated enough to address the balance point for payoff in costs of non-mandated accessibility work?

Mostly, but sometimes 'financially sophisticated' is interpreted as 'does not know / cannot derive the formulas involved.'
