I just keep thinking about some of the "greybeards" as @tptacek said. The US Dept of Defense owns TEN class A blocks. HP owns two class A blocks, due to acquiring DEC (indirectly) Do they need that much space? I doubt it. Getting them to give back some space is not a long-term solution, but it would give this a little more time
