If it's unfavorable to large tech players, why does every single one campaign for it? These are the companies that make up most of the bandwidth use, which is why ISPs want to slow them down if they don't pay for a "fast lane." Either way, losing NN will decrease their profit margins.

The GOP is for states rights, and they are also for the general decrease in government size. They are against state-level NN because that is increased regulation in those states. There are legitimate exceptions (gay rights, abortion rights, war on drugs, etc.), but those apply more to social issues than to economic ones.
