Does IPFS work properly with Tor these days? Last I checked support was experimental at best.

Without proper support of an anonymity overlay, using Tor to get around your government's censor doesn't sound like a very wise idea.

Currently I'd advice against directly running IPFS over Tor or I2P, because it'll likely leak your IP addresess. OpenBazaar have successfully made it work as an Onion service, and their work is going to be upstreamed into go-ipfs soon.
