Depends, some who cant migrate will keep living on these, and maybe later switch. Maybe even helping those migrating to do so by ensuring future customers in a while.

No, because adoption of IPv6 is limited by other factors (budget, laziness, bugs, etc.) than IPv4 scarcity.
