It's a hardware limitation. The touchscreen used in the N1 is a Synaptics ClearPad 2000 (
http://www.synaptics.com/solutions/products/clearpad
) which is capable of dual-touch at best (can't really differentiate the two fingers).
Still a great phone, though.
