That way they could have had something instead of LibreOffice skins and a dead-end Linux fork.

Considering the Russians have been footing the bill for ReactOS for a while now and it's still no closer to being actually usable, I highly doubt it would make the slightest difference.

About office, someone there have made WPS Office, and that's what I'm using in Ubuntu right now.
