I'm not sure why are your pings that high. I just asked my friend in an Asian country about his pings, and he averages out at 5ms to Google. Meanwhile, my average is 1ms in the US.

Faster access is sold by gigabytes, which gets reset every 24h (You can still continue browsing after hitting the quota with lower speed). Meanwhile in the US, it's the same but your quota gets reset every billing period. Not sure which is the better model, but it's practically the same
Prime is cheap because Amazon is still trying to acquire their market in India and can afford to lose money for a while. Contrary to what OP said, cable TV with HD, and most of the channels that a family would need is definitely more expensive than Netflix.
A system like the one you mentioned not only encourages surveillance but also paves way for more corruption at the top level (assuming the government goes ahead with rating businesses as well). I sincerely hope this system is abolished before other countries begin implementing it as well.
